Is the meaning here that Comrade Spravchenko was negligent? i.e. counting on the fact that the wood bark would collect itself?

Something like that. Not exactly counting, more like hoping that the things will sort themselves out somehow.

yes, he was negligent. but he was rather counting that the process will organize itself. something may be performed самотеком - it means that the natural habits of people are enough for something to happen, and no control needed. usually ironical, especially when in official speech.

i guess he was hoping that farmers will collect the bark, go to towns and sell it to his office - as they did before selling it on markets, and that no special promotion of his collecting place was needed.

and: the total structure of the phrase tastes very official-soviet-Bureaucratic, it was a very usual phrase for negligiency charge.

and more: last name Spravchenko is funny. shaped from "spravka", official reference or official excuse, soviet terminology. and has Ukrainian ending.

The correct answer is above: He hoped that the process would kind of sort itself out. The difficult word for me in this piece was, surprisingly, "понадеялся".
