What is the approximate equivalent here? Police detective? Chief investigator? District attorney?

It's "начальник уголовного розыска" - head of criminal investigations dept, not necessarily a detective himself.

Chief of criminal police department.

Police and judicial system in Soviet Russia was very different from American, you probably find no meaningfull equivalent at all.

Thinking of "chief investigator" for this right now, seems to have similar connotations of law enforcement + importance.

Well, it is close but not quite.
May be you need to translate literally (chief of criminal investigations) or give a footnote.
I think you should not be afraid of literal translations and even transcriptions so western reader would understand that this is something very different from western government systems.
