Не бежать же в исполком и просить там красок на проведение "Дня жаворонка"?

As best I can tell, this refers to a traditional spring holiday for greeting the arrival of migrating birds. Does anyone have more info, or suggestions for how to convey it?

IMHO, Ostap refers to his usual way of making money from creative usage of bluff. As far as I know, there was no (official) spring holiday dedicated to жаворонок (it was rather religious holiday dated as far as pagan pre-Christian rites). It seems to me that Ostap had just invented the holiday.
So it is much like money gathering for the repair of the Abyss ("Провал" в Пятигорске)under pretext "Чтобы не очень провалился".

This holiday was celebrated in some rural parts of Russia, I remember a detailed description given by Астафьев. But of course, it has never been official.

No, most certainly not a traditional holiday. Ostap invented it on the spot, in the spirit of the epoch.

имеется в виду вымышленный праздник. выстраивая новые советские ритуалы вместо традиционных дохристианских и христианских, тогда изобретали такое количество праздников, что изобретение Остапом ещё одного прошло бы нормально, исполком бы дал денег и красок

решение по переводу - использовать узнаваемость Groundhog's Day, и взять зверька, похожего на Groundhog, но отличающегося. Rabbit's Day? что-то такое, похожее но фальшивое.

Yes, you are right about holiday. But, as I can tell, in this case holiday name is not as important as you think it is :) You know, there was a lot of, hm, similar holidays in that country. In next week, there may be a day of medicine worker, after that - a day of mineworker and so on. (Those are for example. I do not remember them all, actually. And I doubt anyone can :)). So, this "spring holiday" is treated like "some holiday, for which some paint may be acquired", it is just an improvisation made by Ostap.

Spring Lark Day, in parallel with Groundhog Day, would better capture the formulaicness, IMO

There's no such holiday. Just invented by Ostap on the fly as a good reason for obtaining the stuff from the executive commitee.
