хромовый черный картуз
I'm wondering about the meaning of "хромовый " in this phrase, which occurs in Chapter 7 (Ostap's sartorial plans for Kozlevich). Is it referring to a black cap with bits of chrome on it?

more like "chrome-tanned" (to make it shine) . and I think the word refers to the cap-peak, not the whole cap.

No, "хром" is a type of leather

Хромовый refers to the leather (хром) of which the cap is made: it was tanned with chromium salts, and was fairly soft and shiny (as it mostly went for shoes and boots of high quality).

Just to add to the (absolutely correct) above notes, this хромовая кожа was for a long time a sign of well-being or of comparatively high rank: rich merchants, officers or village 'dandies' would wear хромовые сапоги - this would be often stressed in their descriptions.

Kozlevich is proud of his new decent job, and tries to improve his image: this is why he gives his scrap-metal car, made of bits and parts of unknown origin a loud (at that time) name, and he also tries to look big, as a mechanic was supposed to look. The shiny leather cap is one of the details, like leather bow ties noticed by the authors on employees of American gas station of mid-1930s.

Совершенно верно - хромовый здесь - это отчасти и rank. Решив разжаловать АК в топорники от автомобилизма, Остап, возможно, поменял бы ему офицерский хром на солдатскую кирзу. Символически, разумеется.
